I believe there is a connection, the wealthier the country, the more disposable income to be used on "frivolous" things like art.  Poorer countries tend to have a lot of their wealth tied up in the necessities of life (food, shelter, clothing, health).  It is when the wealth increases that 'wants' become more available than 'needs.'</description>
